Fred says “I’m old fashioned and don’t have an electronic chart plotter, but back in the early 1960’s when I was keeping a RADAR surface summary plot aboard ship, we had orders from the captain to keep all surface contacts outside of an arbitrary “CPA circle.” That circle on the plotting board represented the “Closest Point of Approach”, or the shortest distance, that we were to allow between us and any other vessel. I’m guessing that the term probably means the same thing on today’s electronics.” Still the same!
