In the aftermath of hurricanes Irma and Maria, there was a lot of doubt that the island nation’s annual Spring Regatta would be able to get off the ground. While the charter fleets are getting back into business and some of the resorts and restaurants around the islands are open, but country’s basic infrastructure is still a long way from being back to normal.
