(latitude38.com) – Esteban Galvez sailed his 1967 Pearson Vanguard from Berkeley, CA to Pago Pago but was denied safe harbor as the harbormaster said he needed authorization from the governor’s office to allow Volunteer to tie to a dock or quarantine buoy.
